The Federal Railroad Administration (FRA) is the lead Federal agency for compliance with Section 106 of the National Historic Preservation Act (Section 106) for the Amtrak Pelham Bay Bridge Replacement Project (Project) proposed by the National Railroad Passenger Corporation (Amtrak) in the Borough of the Bronx in Bronx County, New York. In accordance with Section 106 implementing regulation 36 CFR Part 800, FRA determined the Project will have an adverse effect on the historic Amtrak Pelham Bay Railroad Bascule Bridge. FRA, in consultation with the New York State Historic Preservation Officer and Amtrak, developed a draft Memorandum of Agreement (MOA) to document commitments for mitigating the adverse effect. Amtrak is providing the public an opportunity to review and provide written comment on the draft MOA. The public may send an email to [email protected] to provide comments on the draft MOA to Amtrak.
FRA is also providing the public an opportunity to review and provide written comment on the draft MOA by visiting www.regulations.gov and searching for Docket Number FRA-2024-0127. The public comment period on www.regulations.gov the draft MOA will end on Jan 10, 2025.
Another public comment period will occur in the near future for the NEPA Environmental Assessment.
