Historic Preservation Grant Fund-Administrator Role

Amtrak is in search of an organization to serve as Administrator for its B&P Tunnel Replacement Program Historic Preservation Grant Fund.  In Spring 2026, Amtrak is issuing a Notice of Funding Opportunity (NOFO), and organizations interested in serving as the Administrator are asked to respond to the NOFO with an application.

Fund Background and Purpose

In accordance with the Programmatic Agreement (PA), developed in compliance with as a measure to mitigate for adverse effects to historic properties, Amtrak has established the Historic Preservation Grant Fund (Fund) with $2.75 Million for the purpose of providing direct financial assistance to individuals, for preservation projects within specific areas affected by the Program.

Specifically, the primary purpose of the Fund, as stated in the PA, is to support preservation projects involving exterior stabilization, repair, restoration, and rehabilitation of individual historic properties and contributing elements of the Midtown Edmondson and Edmondson Avenue Historic Districts located in Baltimore, Maryland.

Tier 1 will extend to eligible Preservation Projects located within 200 feet of the Program’s limits of disturbance at the south portal area, or on blocks within the Midtown Edmondson and Edmondson Avenue Historic Districts where the Program’s limits of disturbance extend within 200 feet of parts of these blocks. Tier 1 is shown above with an orange outline.

Fund Administrator Role Description

The organization selected to serve as the Fund Administrator will coordinate with the PA Signatories to develop and implement the Fund in accordance with PA, with Amtrak responsible for contract management and direct oversight of the Fund Administrator.

Organizations interested in applying for the role of Fund Administrator should submit an application in response to the NOFO, which will be made available on the Amtrak Grants Portal. Applicants should outline their vision for developing and implementing the Fund program, and must demonstrate experience in grants administration, community outreach and historic preservation, as well as the requisite capacity to provide the requested services.
