Amtrak owns and operates the Northeast Corridor (NEC), which includes the existing B&P Tunnel and future Frederick Douglass Tunnel. The NEC is America’s busiest passenger rail corridor in the United States, stretching from Washington, D.C. to Boston, MA. Amtrak is leading the Frederick Douglass Tunnel Program with support from MTA and FRA.
The Maryland Transit Administration (MTA) is a division of the Maryland Department of Transportation, and one of the largest multi-modal transit systems in the United States. MTA operates Local Buses (CityLink and LocalLink), Commuter Buses, Light Rail, Metro Subway, Maryland Area Regional Commuter (MARC) Train Service, and a comprehensive Paratransit (MobilityLink) system. MTA is providing financial and administrative support for the Frederick Douglass Tunnel Program.
The Federal Railroad Administration (FRA) was created by the Department of Transportation Act of 1966. The FRA’s mission is to enable the safe, reliable, and efficient movement of people and goods for a strong America, now and in the future. The FRA is providing funding and is the federal oversight agency for the Frederick Douglass Tunnel Program.
Amtrak coordinates and works closely with the City of Baltimore on the Program’s impacts to City owned roadways, utilities, and other assets. Amtrak has also partnered with the Baltimore Mayor’s Office of Employment Development (MOED), the Office of the Secretary of Transportation and the White House to establish the Baltimore Workforce Hub, to recruit and prepare community members for construction employment opportunities in the City of Baltimore, including the Program.
WSP-Parsons Joint Venture (DJV) is a joint venture between engineering and design firms WSP and Parsons providing engineering and design services for the Frederick Douglass Tunnel Program since its inception in 2012 and continuing through final design.
ADVANCE is the Delivery Partner for the Frederick Douglass Tunnel Program. It is a joint venture between major infrastructure firms AECOM and Jacobs established as an integrated program management team to support Amtrak’s in-house Capital Delivery department.
CSW is responsible for advancing the design and construction of the Program’s “Southern Approach,” which includes new tracks, railroad infrastructure and support systems, a new ADA-accessible West Baltimore MARC Station and multiple roadway and railroad bridge replacements of bridges located south of the future Frederick Douglass Tunnel. Amtrak awarded CSW a “Construction Manager at Risk” contract in 2023.
KSTC is responsible for advancing the design and construction of the new Frederick Douglass Tunnel. This includes the below-grade tunnel components, including two bored tunnels designed for electrified passenger trains, mined caverns, cross-passages, and other related substructures. Amtrak awarded KSTC a “Construction Manager at Risk” contract in 2024.
K&K Adams is a Baltimore-based, Minority/Disadvantaged Business Enterprise performing the demolition of residential properties owned by Amtrak and as required for the construction of the Frederick Douglass Tunnel Program.
Delaware Cornerstone Builders is a Maryland-based, minority-owned construction company performing the demolition of commercial properties owned by Amtrak and as required for the construction of the Frederick Douglass Tunnel Program.
Baltimore Entities is the program administrator of the Frederick Douglass Tunnel Historic Salvage Program. They are responsible for salvaging historic (and some non-historic) items from any property identified for demolition for the construction of the Frederick Douglass Tunnel Program, as well as managing the distribution of these salvaged items to the community as required in the Programmatic Agreement.
